Of course to run legally you either need to have a hackney or private hire plate, councils can only plate up to 8 passengers, or a PCV operators license and a vehicle disc. This can either be a full PCV operators license or if this is not your main work it can be a restricted PCV license. The main differences from a vehicle point of view is that a hackney or private hire should have the relevent council plates displayed, although some councils may grant an exemption from displaying them, and the PCV should have an orange or blue disc in the front window.

Are they owned by the council/school. If they are they are exempt.

a taxi firm (already plated) can run bigger (9-16 passengers) buses on a R o-licence, but you need a D1 (minibus licence, about £600 to get)

if they are less than 9 passenger seats and unplated they could be owned by PCV (coach) firms who dont need plates...

They would still need the vehicle disc in the front window though.
