I don't actually think that's the case.

The act says any vehicle can be licensed as a PSV, so IMO you can have a 100% large PSV fleet, or a 100% small PSV fleet. Or any combination of the two.

Where the one in ten scenario applies is when you charge separate fares, or not as the case may be. :wink:

A company near me has just been stopped from operating all saloon cars on their pcv license and they have had to license with the LA. Mind you I still think they have it wrong because they operate from my borough and the cars and drivers are licensed by a neighboring borough.
