Transfer of Vehicle
The proprietor shall give notice to the Licensing
Authority of a transfer of a vehicle in writing and
within 14 days. The notice must include details of
the new owner, evidence of insurance cover and a
valid certificate of compliance test.

yes but thats WITH its current plate, didnt the seller retain his plate?
