I left this LA and now work in Birmingham. I felt that I had been treated unfairly by their policy of letting some drivers run saloon cars while forcing others to buy wav's if they want to be licensed for hackney carriage.
They are in the process of replacing the saloon hackneys with wav's and in a couple of years there might be an even playing field, however....
Every wav licensed must be LESS than 2 years old at first licensing, must be silver in colour and when it is 10 years old is not allowed to fail the council test ONCE. If it fails, it WILL NOT be re tested.
The licence fee for the vehicle which is £416 per year covers two tests, but not re tests and you still have to have an MOT.

I would think you can get a 2 yr old wav cheaper the 30k,everything is open to challenge? Licence fee is excessive,that's something else you can challenge ?and so long as you present your vehicle for test and it passes they can't refuse to licence,only allowed to fail test once
