I left this LA and now work in Birmingham. I felt that I had been treated unfairly by their policy of letting some drivers run saloon cars while forcing others to buy wav's if they want to be licensed for hackney carriage.

They are in the process of replacing the saloon hackneys with wav's and in a couple of years there might be an even playing field, however....

Every wav licensed must be LESS than 2 years old at first licensing, must be silver in colour and when it is 10 years old is not allowed to fail the council test ONCE. If it fails, it WILL NOT be re tested.

The licence fee for the vehicle which is £416 per year covers two tests, but not re tests and you still have to have an MOT.

I was considering going back when the fleet becomes wav only, but I don't want to pay 30k for a vehicle that I can only use for 10 years.

I would think you can get a 2 yr old wav cheaper the 30k,everything is open to challenge? Licence fee is excessive,that's something else you can challenge ?and so long as you present your vehicle for test and it passes they can't refuse to licence,only allowed to fail test once :-) while you let them getaway with it they will keep doing it?

Wait till the LC reforms come in, then we "should" have a unified set of rules to work from.

From my understanding that will be the case except for the charges LA's make. that way it "ought" to introduce some sort of competition on pricing between LA's. Or at least that's what was said at the meeting I went to.

I personally would be looking for a new one because even if a driver changes their vehicle every 2 years it would be slightly older than 2, which would be too old, also it has to be silver in colour so although not impossible, it would just be easier to get a new one than hunt around and possibly have to respray a second hand one silver.

in Brum, I run an N reg metrocab which only has to be MOT'd once a year at one of the nominated MOT testing garages, unfortunately I can't earn a living in Brum, the harsh licensing conditions in Kiddy have kept numbers down and I did plan to return this year when all the saloons had gone.

The saloon situation wouldn't be a problem if there were a first turn system like there is in Brum, but there is no gentleman's agreement in Kiddy and a lot of saloons pick up from the back of the rank, you all know the story, "I don't want to take one of the big ones just for me, I'll leave it for someone who really needs it" or "Those big ones are more expensive aren't they?"

Each council will be given a base set of criteria for both PH and HC.

Councils will be allowed to upgrade HC if they choose too, but not PH.

I think a new definition of a cab will be part of the act.

That definition will apply to all licensed taxis, and therefore, IMO, councils will not be able to pick and choose which cabs they license have certain conditions, and others not.
