To a degree yes.

It will be very hard for a council to refuse a driver that isn't barred via the DBS system.

Now clearly breaches of taxi rules wont be on the DBS system, and councils have powers to revoke for those breaches, but on the whole I think many more will slip through, just not the really bad ones.


Theres the interesting bit..."barred"

at what level and for what does someone achive the status of "barred", especially seeing as the LA (and county) will not want any powers taken off them...

are we going to end up paying twice or being piggies in the middle?

I suspect over time the criteria for barred will become clear, but for us I would imagine it will be based around ones record in relation to public order and assault.

If I could afford a 3 year licence I would just to push em into a CRB check (still states CRB on my renewal)

I would bet all bodies who have been getting a copy of a CRB check will want a copy of the full (new) DBS check, not just access to a "no change" message on a webpage, so all it will do is introduce an extra level of complication
