Of course you could also report any illegal happenings to the police.

Don't you mean plying for hire without a licence

Exactly the same is happening in Bristol..........we have cars working out of private hire offices that are licensed in places as far afield as Yorkshire, Cornwall and numerous Welsh towns and cities.
Whilst I was being pulled for yet another roadside MOT by our hackney officers and VOSA I asked what they were doing about all these out of town cars and was told only the police could stop them!
These cars may work from an office during the daytime, but look around the city centre any evening and it's a complete free for all with these guys even making their own ranks in certain areas of the city. I wonder if the licensing boys will sit up and take notice when they realise their income is dropping as no one is licensing a PHV in the Bristol area?

Don't you mean plying for hire without a licence

They could do both, but it's easier, IMO, to go the touting route.

Criminal Justice and Public Order Act 1994 (c. 33)
Taxi touts
SECTION 167 Touting for hire car services.
(1) Subject to the following provisions, it is an offence, in a public place, to solicit persons to hire vehicles to carry them as passengers.


(2) Subsection (1) above does not imply that the soliciting must refer to any particular vehicle nor is the mere display of a sign on a vehicle that the vehicle is for hire, soliciting within that subsection.
