As I've said many times before, There is no law saying that you must pay a PCN. All you need to do is request a bill of exchange which you are well within your rights to do and a contract which you signed where you agreed to this. In statue it's not law. If they continue to contact you they're breaking section one of the protection from harassment act.
You can park wherever you like it's not law it's a statute, it's legislation it has the force of the law if you agree to it and sign your name on the bottom of the ticket.
I think the taxi rank parking issue is different from, say, a shopping parking issue.
The ranks are patrolled by enforcers contracted by the council, and have a law allowing them to do just that.
Shopping parking is enforced via contract law, rank paying is controlled by statute via Traffic Orders.
