Don't be ridiculous. just because a vehicle is on a list and it does not follow that everything is as it should be. New vehicles do sometimes have build problems. Not all new vehicles are actually new. They could have been sat on an airfield for months if not a year. Then there are the additional items required by some Councils such as a calibrated meter that they have to check, a first aid kit and a fire extinguisher. No smoking signs are another one. Top signs. Do any company signs meet Council specification.

By inspection I don't mean the testing procedure that's a different equation and I don't think the original post is on about testing either. If the vehicle isn't on the councils list of approved list they need to be presented for inspection and not testing.

The issue here is the council must have sight of the vehicle to license it, not an unreasonable request IMO.

Clearly they will have a list of vehicles that a driver could reasonably be assured will get licensed.

However in restricted areas, especially WAV only areas, a driver isn't going to spend serious money on a vehicle that has little chance of being licensed.

So some drivers will want to get the cart before the horse, which while I think isn't such a bad thing, I'm not sure blame can be aimed at a council that doesn't allow that.

if there is the same vehicle already plated its ok, being roadworthy helps

and the right colour, age and mileage.....
