In short, unless I've missed something, the cross border provisions in the De-reg Act aren't as big a change as many spivs had hoped for.
Although Uber have sussed it by getting a computer to issue the job backwards, in that they find the car that's going to get the job, and then re-route the job via the office in the area the vehicle is licensed in.
