can the police use ordinary street CCTV cameras to enforce against motorists? Does this require any traffic order or anything?

RIPA needed.
As well as changing some Taxi and PH rules, the Dereg Act made the use of Camera Cars more awkward for LA's but static Cameras with RIPA can issue tickets etc. so some Authorities are going that way I believe.

The ones I am referring to are operated by the police. Usually to monitor traffic flow or streets in the town centre.

Just witnessed on CCTV a motorist drive on Nottingham Street into the the pedestrian zone.
In order to buy a sledge and then turn around contravening a one way system.
Driver will now be reported for two offences by ‪#‎PCTom‬

More likely that the LA have and run the CCTV, giving access to the Police as required.

The screens are in the police station. they are usually monitored by civilians on Friday and Saturday nights to keep an eye out for trouble in the town centre so that officers can be quickly deployed. However we have this PC who is now monitoring the cameras in the daytime and issuing tickets to anyone who contravenes the access rules.
I have no problem with this at all but I would hate him to go to all this trouble and then not be able to enforce the tickets.

Most official "town" CCTV are not police operated, in fact TNT run a vast control room at Coleshill covering several areas on a contract, not sure about motorway cameras

I think they changed the rules recently along the lines of the offence must be one that has a custody option.

Of course they can use that evidence to write to folks giving warnings/observations under anti-social regs.

But to answer your question they don't need TROs to prosecute.

They generally need two pieces of evidence, one will be the (at a guess) an eye witness statement, and the other will be the CCTV evidence.

Is your area one that has de-criminalised parking and street enforcement? If not then maybe the police can use that CCTV.
