Why should a person who accepts a pre-booking knowing where he's picking up from and where he's going to...have to do a knowledge test?


Quite honestly & seriously, knowledge test or not, it's an intelligence test that these people need.

I will bet my last £100 note (Scottich; they have them there) that if you gave an IQ test to all PH & HC candidates, 80% would achieve below the average IQ level & most of those would be pitifully low marks.

I know that but they are not legally being used in Newcastle as hackney carriages, are they?

I was under the impression they are being used under a contract of private hire, in which case they don't require any knowledge test, certainly not according to Mr T.

Just the CGSA 1982 doesn't allow it.


That act only applies in Scotland, the England version specifically allows Scottish taxi/PH an exemption from the English act.

As I recall there were vehicles from other NE areas that were also caught on film, that's nothing new because its endemic throughout the country however it would appear the majority of drivers were operating within the law.

The point is that both you an Mr T believe that anyone working under a contract of private hire shouldn't undertake a knowledge test. You can't pick and choose in order to support your stance at any given time or place, that's the attitude of a hypocrite.

Chris Chandler made a big play on the fact that some drivers from outside of Newcastle had not undertaken the Newcastle knowledge test and therefore in his opinion it meant they didn't know where they were going. Yet you and Mr T are of the opinion that private hire drivers shouldn't require a knowledge test.

That's your opinion of course and you are entitled to it, Chris Chandler obviously doesn't share that opinion but whose to say he is right and you are wrong?

I don't need to press this any further, the fact is that you are of the following opinion which you stated in 2005 which is.

Why should PH take a knowledge test at all?

The work should be pre booked, and if a driver, even a new driver, cannot get a passenger from a to b, then is he or she in the right job?

I dont see it as a drop in standards, more of a case of a standard that shouldnt have been imposed in the first place.


And Mr T is of the same opinion, which he also stated in 2005 that being.

Trevor Jones, of the North West Taxi Association, said: "As a person who worked a private hire car and a hackney cab for 20 years before the test was implemented, I can honestly say that it is a barrier to this trade that is not needed. The technology available renders it obsolete.

"A training day would be more appropriate, as we find that some drivers who have passed the test cannot even change a wheel."


I rest my case.

But the driver and vehicle is licensed as a Hackney Carriage driver...I dont see your point at all...if he wants to be PH then be PH...but the choice was made to go HC.

My point is that it makes no difference whether or not the person is a hackney carriage or private hire driver.

For the purpose of pre booked private bookings both you and MrT are of the opinion that a knowledge test is not required. I am not commenting on whether I agree or disagree with that opinion but there is no difference in a person not needing a knowledge test in Sefton than a person needing a knowledge test in Newcastle, regardless of where they are licensed as a hackney carriage or private hire.

Thats not my point at all.....the point was the vehicles and drivers licensed in Berwick and used elsewhere are hackney carriages, not private hire. And should therefore perhaps sit a knoweldge test.

But they are not being used as hackney carriages in Newcastle, they are being used as private hire and they just happen to have a hackney carriage license. A knowledge test in Berwick won't be of any use to them working private hire in Newcastle or Manchester would it?

Licensed in Berwick.

There are licensed Trafford, Salford and Stockport cabs working on a Manchester based private booking radio circuit but they don't require a Manchester private hire knowledge test. The point is that according to you and MrT no one needs a knowledge test for private bookings regardless of how and where they are licensed.

Because office staff get it wrong, customers get it wrong or change their minds, and many jobs come via pub/restaurant/club etc etc staff who haven't got a clue just a name.
