Ours states the commencement of the journey as well. I was told that the loading and unloading of passengers and/or luggage etc can't be charged for. For instance you can't charge for the loading of a person in a wheelchair.

We asked this question when we were on the DDA course and were told that you can't start the meter until the journey comenses. Starting the meter before loading the wheelchair was putting the disabled person at a disadvantage as aposed to an able bodied person and therfore not allowed.

Unfortunately this section mentions to destinations outside the area but doesn't mention picking up outside an area. This is what my original issue relates to.

If the meter isn't on, the hire hasn't commenced. Therefore your passenger(s) are not yet your passenger(s) and as such are not covered by your insurance, neither is any of their property.

A pre-booked hire starts at the time it was booked for (earlier if they get in early) or as soon as you arrive if it's booked ASAP.
Loading passengers or luggage is part of the hire and is chargeable.
The DDA requires that disabled people get treated the same way as anyone else, so they are not exempt from being charged waiting time while they get in - unless you don't charge others for this.
You don't have to charge them but you can if you want.

The way I have always worked is that if I am picking up outside my LA & the hiring is to a destination within my LA then I charge meter price only.

Why?

Because the passenger is NOT preventing me from working immediately after I drop off as I am within my own LA.

We asked this question when we were on the DDA course and were told that you can't start the meter until the journey commences. Starting the meter before loading the wheelchair was putting the disabled person at a disadvantage as aposed to an able bodied person and therfore not allowed.

Nowhere in the DDA does it say that a working person should be financially disadvantaged when providing a service to disabled people.

I would say that the meter is chargable asap, The owner has had to pay out a large sum to get a WAV and is there for providing a public service. If the customer has asked for a WAV they should be charged accordingly.

cant matter much given some WAV-hacks have never had a wheelchair job...
