1847 Act has not been repealed or to my idea of thinking not been superseded by 1976 LGMPA ,so still applies, but like I say these Acts are like knitting fog but more complex.

Councils that chose to adopt the 1976 act (all bar London and Plymouth) have thus adopted the fares procedure contained within it.

Which authority makes byelaws which apply beyond it's boundaries?

Some LA's have local acts....whereby and for example the prescribed area is a set distance from a certain point in the borough....the Greater Manchester Act 1981 springs immediately to mind.

They can't, and they don't.

By-laws have to be approved by the government, so I can't see them approving a by-law which goes against existing statute law.

I think he means "Bye Laws should not be used to replace primary legislation, or am I totally off the mark."

But, to be honest, I could be totally off the mark myself.
