Some advice on what to do when going to the police station to complain about a 'runner' / non-payer; This is what I did last time I had one about 15 years ago.

When you go to a Police Station, you are going there, NOT TO DISCUSS WITH THE DESK PERSONEL OR A POLICEMAN WHAT HAPPENED!!!!

YOU ARE GOING THERE TO MAKE A WRITTEN STATEMENT OF COMPLAINT!!!

Without a written statement of complaint, police cannot & will not procede with your complaint & that is why they fob you off & tell you that it is a civil matter.

The last time I had a runner, which just happened to be the manageress of Lunnpoly in Harborne, who just walked out of my cab into the shop & refused to pay, because I had taken her the shortest route, which she did not like because that route was through one of the roughest council estates in Birmingham, this is what I did;

I went into the police station & said to the desk clerk, "I am a taxi driver & I want to make a written statement of complaint about a passenger who walked off without paying, contrary to The Theft Act 1978 (might be 1968 - can't remember now), bilking section."

The woman behind the desk asked what had happened & I said that was what I wanted to make a statement about & I repeated what I said above a second time.

I DID NOT ENTER INTO ANY DISCUSSION ABOUT WHAT HAD HAPPENED, BECAUSE THAT IS WHAT I WANTED TO MAKE A STATEMENT ABOUT!!

After stating what I had previously said above three times without any joy, I then told the desk clerk that I wanted to see the duty sergeant. Eventually he came & again I said to him that I wanted to make a written statement of complaint, blah, blah, blah. Again the sergeant stated that it was a civil matter & again I repeated my request, WITHOUT DISCUSSING THE MATTER WITH HIM ANY FURTHER.

After my third request to the sergeant to make a written statement of complaint, I then said to him, "Can I please see the duty inspector, I now wish to make TWO written statements of complain!"

The sergeant excussed himself for a few minutes & went away, but came back about five minutes later with a wad of statement paper & said, "I will take you statement, because your second statement is probably a complaint about me?"

I replied, "Unfortunately yes, but as you are now prepared to take my statement about the bilking offence, I shall not proceed with that further complaint."

He duly took my written statement, the Lunnpoly manageress was interviewed & cautioned & I received my money.

The bottom line is to focus on nothing else except your right to make a written statement of complaint. The more you talk about the incident, the more the police will bamboozle you.

Focus, focus on making that written statement of complaint & do not let the police tactics sidetrack you.

Once you have made a written statement, the police have to act.

Do not loose your temper, talk quietly, but very firmly & never let the b*st*rds grind you down!!!

The police in Brum have now issued stickers for the insides of cabs & PHV with the West Midlands Police crest stating that non-payment of fare is a criminal offence.

I will try to PDF one of these & email it to Alex for inclusion on this thread.

I hate bilkers & runners!!

Thanks Brummie, When my son went back with the runners name they did actually take his statement. We are at the waiting stage now. I like the idea of the police stickers.

My son had a call from the police last night. They have interviewed the runner and he has admitted that he did it. He said it was because he was drunk :roll: . He was due at the police station last night to pay the £5.00 and recieve a caution but unfortunatly the officer dealing with it had to go out to an RTA. The runner did turn up at the station though.

Good result :D
One driver in Dundee who has CCTV also got a good result, the police viewed footage and have charged them with taxi fraud.

One of our lads got done for £55 last night, picked up a job off rank going to Calverton to drop this lads missus off. He then had to go back to where he started off because the lad wanted to pick his cashcard up from from home and go somehwere else. The lad nipped into this house and never came back.


£55 on a dead night is one hell of a loss.

Why didn't he ask for the fare upfront? It can be done politely... If the punter is genuine they will have no qualms in showing that they have the means to pay and will even offer to pay upfront. If a punter doesn't show that they have the means to pay upfront or say's that he has a cash card and doesn't pull cash at the start of the journey and says to you that he will pay you later or the excuse that this one used above, would be ringing alarm bells in my head, right from the start, no matter how genuine he might have seemed, I just wouldn't do it..... even on a dead night..... lesson learnt the hard way :roll:
