So when he say's the other cab 'tried' to do the job he meant the other cab turned up and realised he couldn't do the job

Indeed, I think the rules like that Toots states used to be commonplace, but were superceded for some reason, perhaps to comply with seatbelt laws, or perhaps just in line with the trend towards 'elf and safety?

Caledonian Cabbie is correct, its the seatbelt law that changed it, and that goes beyond any byelaw or condition.

The initial question at the beginning of the post. It's my own fault for reading it wrong and assuming the driver had done the job, when indeed he hadn't

As regards the OP, perhaps the big question is the circumstances under which the driver of the smaller vehicle concluded that he couldn't do the job.

Did he decide that himself, or was he told - maybe that's the vital point that Mr Motivator is alluding to, but doesn't make fully clear in his post?
