Can the schools dept, ask for a tender with strict timing for bidders, only to change the rules after the timing has ended, and ask for us all to re-tender?

Unless you have received a contract saying you have got the job, it's going to be very hard to prove to a court you have lost out.

Maybe you can try 'legitimate expectation', but that's a very long shot.

PH companies can afford to be cheaper and still make a profit. One of our larger school run providers is one of our smallest PH companies. They take only 10p per mile from what the tender is put into the council for so the driver gets the bulk of the money. The drivers don't expect the same full rate as they do when they are sitting around waiting for a job cos this is guaranteed work. The company make a shed load of 10p per mile cos they have a shed load of contracts. Everybody is happy. Sometimes it is better to have a lot of a little bit than it is to have a little bit of a lot

What conditions do hackneys in your manor have that don't apply to PH?

I have many more questions because this is starting to become a battle royal, I am sure there are doing some stuff that simply breaks the law, we have a problem because some HC drivers who have spoke out against this company their cars and even houses have been attacked, of course nothing can be proved, but I am starting to get the feeling that the LA licensing dept are now getting sick of this company.

Try scared of this company.

Well strangely enough, I see this biting the arse off the PH company, we have been told, and we all know that us drivers can spin a yarn or two, that this PH company have tendered less than £1 per mile, I can see lots of very unhappy PH drivers having to travel in peek traffic doing a school run of a mile.

They'll get the contract & worry about the rest later.

In Brum PH companies are running at 90p a mile on cash work & less than that on contract work. And I'm not talking about round trip mileages, I'm talking pick-up to drop.

As regards the one mile or short journeys, if you have enough quality work within that global contract, the PH comapies will put on larger vehicle & swallow up the short journeys within a planned run that will take the short journey on board enroute to drop offs on long journeys.

It's all about planning & when you have large PH companies with larger vehicles, they will breeze those short runs without problems & still keep within the statutory maximum time limit for these children to be on board a vehicle transporting them to or from schools.

My choice of word was not correct i should have said better enforcement.
There is a difference though all new hack licences have to be wavs.
