a local PH outfit in a town centre has cars parked in the yard and the public walk into the office to get a car, what the difference between that and a rank?......

The reason the folks are going to that firm is because of the booking office, not because of the cars parked in the yard. i.e. the office is doing the plying. :wink:

Pretty obvious I would have thought, going into the local PH office to PRE-BOOK your car means everything is legal and above board, going to the RANK as you like to call it means you can jump into any PH vehicle whether pre-booked or not which is not legal and above board. If you want to rank in the town centre then get a HC licence and do the job right.

When the opportunity arises most PH would take a fare that was not pre-booked, who wouldn't and that is why you shouldn't have ranks in the city centre. Return to base which is the source of your work.

The minority suffer for the majority illegally plying for hire.

i quite understand the legal requirement for pre-booking, but its BARELY complied with when a punter can tap the office window and then get in a car, its another case for a review of the whole HC vs PH situation

PH base - rank, whats the PRACTICAL difference?

I thought that the idea of a booking office was to take bookings. Are you saying that they can't take a booking from someone walking into the office?
