One guy I know got collared by the Council because he didn't have a badge, he was a mechanic working for a Hack firm and was testing cars at the time.

There are provisions in the act which allows mechanics to carry out tests in taxis on the road.

I think the Council wouldn't let him take them for testing without a badge.

"TAKE THEM"? take them where? ive always had to attend just like a MOT (which it was anyway), and no tester has ever taken any vehicle of mine on the road

In a HC, aren't they supposed to test the accuracy of the meter by driving a measured mile?

In Brum the licensed driver drives the cab, with the Trading Standards operative, consultant, whatever in the back of the cab.

I can wholly understand "badged driver only" when its a "london cab" (i.e. shed on wheels) but not when its a family saloon/hatch which COULD be indistinguishable FROM a family car (except for ludicrous "this isnt a taxi please dont get in me" private hire signs)

BTW, taximeters get tested once here (£35 charge) then left alone.......

Seems to me that the obvious stumbling block is that you can't have 2 insurance policies on the 1 vehicle. Driving "third party" on your fully comp is usually stipulates "thou shalt not drive Taxis or hire cars" hence if you hire a care to drive you have to get insurance to do so.

That means only licensed Taxi or PH drivers can drive the vehicle.

A mechanic would be covered by the Garage insurance for bona fide road tests. To investigate a whining gear box for example that only made it's noise at higher speeds would be dangerous to "test" on a rolling road. Imagine the Taxi shaped hole at the back of the garage if the driving wheels came off the rolling road.

The status quo is correct. If you want to drive it, get Taxi or PH licensed.
