But does that give them legal powers to force the vehicle owner to reveal who was driving at the time ? As I said the offence is commited by the driver not the owner.
Ok for cabs it's easily incorporated into the licensing conditions to fine the licence holder if they can't/won't reveal the driver, but does it apply to private vehicles ? Bye-laws can only be used in addition to statute law, not to overide/contradict them.
