Well tbh, what you think and what you actually know are two things - in reality you know as much about this as I do.......with the exception that I do know that I actually have no involvement, with the further exception being.........how do these guys stand?

I think the answer is that they don't stand. They get down on their knees and grovel. The Council has a duty to consider any convictions that a driver may get. However unless they were doing stupid speeds like 45 in a 30, it is unlikely that the Council will do more than warn the drivers.
