Go through all the cities. You'll find that every one of them requires you to be licensed and appropriately insured.
I don't think they'll be playing this game in the UK... mostly they do so pretty much in every country in the Europe where private hire is illegal with few exceptions like France (VTC) and Germany (Mietwagen, mostly in rural areas) where licenced taxi drivers refuse cooperate with them... Hope that's nothing new....
