I work as an independent hack and live outside the Borough that I work in, tbh I have not given it a second thought. I used to hand out business cards and often had people ring me at home on my mobile to pick them up at such and such a time. More often than not it was to pick them up in Cardiff and to take them home later. However if you are doing say an out of Town job and your phone goes i.e when out of Town, then I do not see anyone querying it as I am taking a booking - not flimping off the streets of another area.
As already mentioned by others you can take a booking, if there is no mention of anything else - then how can it stick?
A good question though.
Same as me.....Saturday night my phone goes crazy with friends wanting picking up as local cab firms cannot cope with demand...
