It makes me wonder if this isn't the first time this has happened and someone has made a complaint. Maybe the LO tipped off the plod, who will report back to the LO for further action. the LO can't stop a car on the move (unless they hail a cab or illegal ph), whereas plod can. It's not rocket science.
