I doubt it was the council passing the responsibility on. it is more likely that the council was implementing the DDA as they saw it. I would very much doubt that the council had enough brains to actually consider if there were other implications

Hi Mr edders,
I work a lot with people with various disabilities (thats why I am on this forum)I agree that a lot of taxis are not well suited to wheel chairs,but there are alot of taxi drivers that even though there vehicles are well suited are not prepared to carry out the task properly even though they are not forced to do the wheelchair job as you call it.

I agree but you have to remember wee are years after the implemetation of wheelchair access in taxis and as yet the council will not take responsibility for the situation they created.

If things have to change they have to change but that doesn't mean beating on people who point out what's wrong.
