Because the licensing conditions state that HC are black and PH are anything but black. Makes sense to me. However, he hasn't been refused yet. The licensing committee were unable to agree so he obviously has some friends there. |

I find it hard to believe that he wasn't aware of the colour policy if he's been working as a HC driver for any length of time. That aside before you make a decision to change over surely you would make enquiries as to what you needed to do first

It will cost him £2k tops for a good quality respray, as said earlier there's no way he was unaware of colour policy or he'd have bought something in a nicer shade, the colour issue was brought in by some councils to try to educate the public what can be hailed and what can't, it also comes in useful for idetifying a cab for a number of potential reasons, in this case I would take the councils side of things, he wanted to be a Hack they said yes and it's gotta be black, now he wants to PH for his own reasons so it's down to him to have the correct equipment, you wouldn't go to the dentist and expect him to drill teeth with a paintbrush would you, I know of another alternative solution, shrink wrap it, latest thing in car detailing you can have it wrapped in any colour, and the upside is the paint will be protected and when the car is retired it can be peeled off. |

http://www.carbonskin.co.uk/prices.html £750 for a car, allow for it being an estate iirc and £900 should see it right, lot less than 5k and removabke eventually so the car stays original colour underneath. |

I think he knows what he is doing and it is a classic case of having the cake and eating it. In a nutshell the guy wants the benefit of being P.H i.e a higher tariff, and then having the option of operating like a "Hackney"
