Question for you.

Are private hire allowed to open an office within sight of a Taxi Rank ?

Are private hire allowed to operate from more than one office as in Manchester Airport where Airportcarz might obtain an operators licence,would they then be allowed three booking offices under one licence or will they need three seperate licences ?

As far as I know all business premises are subject to planning permission. It is up to the licensing Authority to determine if the location is suitable. Every decision has a right of appeal whether it be to a court of law or to the Secretary of state. You have three months to appeal to the Secretary of State, it used to be six months until recently. Don't forget that you can also object to a planning application if it affects you adversely in any way.

With regard to the Airport you are not talking about conventional planning applications. I don't know if you would need three separate operators licences, I would have thought not but don't quote me on that.

I suspect the licensing department hasn’t before been faced with the scenario you presented, it would be interesting to hear what they say. I would point you in that direction if you want an accurate answer to your question.

One point I forgot to add and it is this.

If Airportcarz for whatever reason do go down the private hire route, then their days at Manchester Airport are numbered. I would have thought they would last until the first court convenient court date. The best thing that could happen for the lads at the Airport is for Airportcarz to go private hire. You never know, you might even be able to teach the Airport a lesson by implicating them as aiding and abetting, now that would make them sit up and listen wouldn't it.

An office can go where it likes, but if it is near a rank, then I doubt many of it's PH would be able to sit outside.

Airport Carz can have as many offices as they wish, but maybe if they have to get their vehicles plated, then they may license as HC. :shock:

There must be an district near the airport that doesn't restrict, so there is no reason why they can't license them as HC. And as the airport is on private land, they will be able to ply ply ply to their hearts content.

Oh, and they wont need an office then. :wink:

Nonsense Mr Sussex !

Manchester Airport falls under Manchester Licensing and although there ''may'' be a nearby borough that does not restrict H/Cs those H/Cs CANNOT rank up at the airport and work, certainly NOT legally.
The Airport ''may'' be on private land but belongs in the majority to Manchester City Council !
It would be very interesting if the council allowed this but I very much doubt it.
It would be open warfare.......

next to our main rank is our rivals office, opposate the secondary rank is ours.

yes its legal nothing wrong with it.

our lads were not happy at first but we live with it.

biggest complaint is the habit of private hire rookies parking on the rank.

the police do ticket, on the way to thier canteen.

Sorry, but is this the same council that presently lets non-licensed vehicles being driven by non-licensed drivers ply the airport, because they pay more than anyone else? :?

If they allow that, then why shouldn't they allow a licensed vehicle being driven by a licensed driver do the same?

It would seem there is a difference of opinion about whether or not Cabs from other Authorities can rank up at Manchester Airport, if invited to do so by the Airport management. I am not going to go down that road for the time being because I travelled down it 13 years ago when I posed this very question to the licensing department. The fact is, that at this moment in time it is hypothetical. Until such time as Airportcarz move from being a bus company to a cab company there is not much point in debating it.


Birmingham Airport, which is in Solihull, had and still does have as far as I can gather, a policy of allowing both Birmingham and Solihull Taxi drivers to ply for hire at Birmingham Airport. However, there is a valid point which has been raised by Cheshire that the land where the main terminals and cab ranks are situated comes under the Jurisdiction of Manchester City Council.

We must not forget that a licensed Taxi can only ply for hire in his own licensed area. When he ply's for hire in any other area he loses his status as a Taxi and becomes a private vehicle.

Now the Law in this respect is complex because we are talking about an Airport. Sussex might say that, Birmingham did it and still do, so why not Manchester? Thats another valid point.

It is very complex and a case can be made for both sides of the Argument but like I said, its all hypothetical at the moment so is it really worth spending time on?

J.D liverpool airport and liverpool dock,s come under liverpool licencing , sefton dock,s comes under sefton licencing all private land.to do so they had to adopt a certain act .cant remember which one you will probably know .. also sefton decriminalise , thus allowing hackney enforcement officers to issue normal parking tickets. they slap them on anything that dose not move. keeps the ranks clear. T
