Does his new neighbouring LA know that he was convicted of touting & fined?

A copy of the local newspaper article covering the story of his conviction or date & court of conviction sent to the new LA might make them think again, especially if he did not declare the conviction on his new licence application.

Perhaps a centralised data base would be useful so that LA's could check on it to make sure there wasn't anything untoward about applications, or, perhaps I'm having another blonde moment and this isn't really possible :D
