I was talking to a chap from the licensing department in Mansfield today and he was telling me that if a company has an operating license in say Mansfield and has one car and one driver licensed in the same area, they can use any number of vehicles from their other office in say Bolsover to do the work obtained in the Mansfield office.

He told me that there was a recent court case that backed this up. Unfortunatly I didn't have time to ask him for any details.

As far as I'm aware, if it is prebooked work from anywhere in the country it is legal.....

I always understood that to be the case but the booking office, the vehicle and the driver all had to originate in the same LA and hold a licence for the same LA

No they are not duel licensed. It can be a bit difficult to obtain a license in Mansfield as the Licensing chap was telling me where as over the border in Bolsover anything can get a license.
I know of a chap who wanted to plate his '08 Mercedes as private hire in Mansfield and it wasn't possible because it does not have a spare wheel. There is also apparently some talk about not allowing vehicles with space saver wheels to be plated because they may affect the meter and thus overcharge the punter.

Let me clear this one up. The company have an operators license in both Mansfield and Bolsover. The company has one vehicle and one driver licensed in Mansfield. The rest are from Bolsover. The calls to the Mansfield office are being covered by the Bolsover cars.

The law is as it has always been.

Work received at a base in area A can only be passed to cars licensed in area A, driven by drivers licensed by area A.

what if ALL the cars carried a 0800 number (into bolsover)?

and if email bookings went to BOTH offices, which would be illegally covering a mansfield job?

It's where the call is answered that counts.

so where does an email stand then?

i guess the "laws" are all "pre-technology" (as we know it), and the "new fangled telephonic device" was the latest thing

if my landline diverts to my mobile and im 300 miles from home/base how do i comply?

Was it Chris Rowlson or David Riley?? It's true Mansfield does have a big problem with PH being plated in Bolsover and working from a Mansfield office.
