Is a request for a variation covered by the 6 month rule.
I.E if the council fail to deal with a request for a variation within 6 months do they have to grant the request

Not sure, but I think so.

I note the wording in this. The word recomend and should are used. So did the council actually follow the recomendation and pay the drivers this money and if so, how much have the license fees risen since then?

This was a request for a fare review, not a variation of a licence condition.

Also not a Scottish LA, so wonder if it's relevant?
English LA's have no 6 month rule to comply with.
