Taxi ranks

If a rank has no double yellow line on it, and a ordinary motorist parks on the rank, can he be prosecuted and if so under what?

Moreover, can a cab driver be done for leaving his cab unattended by a traffic warden?

It was a sane question. I wanted to know if you knew the answer already and was just asking to see what people said or if you had a query you didn't have the answer to.

none of the ranks in Grangemouth have them, nor do they have the statutory no parking signage etc (being rectified in August, thankfully) so the public regularly abandon their cars while they go into the kebab shop/nursery (to collect the little angels)/ paper shop etc. But we have a taxi friendly warden who has been known to have a stiff word or two with them. Unfortunately due to the hitherto lack of proper markings, signs etc he can't issue a ticket. :cry:

The warden might be up on some kind of verbal assault charge then...cos if the traffic warden cannot issue tickets then I would reckon he or she has no powers to harangue or berate anyone that appears to be legally parked... :?

I'd say no to the 1st one and on the 2nd one, if there's double yellow lines on the rank I'd say yes, if there's no double yellow lines then no.
