He must inform them of his conviction, although the police now have a duty to notify the council, if they know he is a cab driver that is.
They can suspend immediately, it all depends on the nature/context of the conviction.
I suggest he makes an appointment asap and talks to the LO about the issue.
As for the outcome, who knows but it doesn't look good.
