A nearby LA has a "max age 3 years" for "new grants", but those already plated were suprised as they had no knowledge of this

Can a LA have double standards (max 3 year for a new grant, 6 years if renewing a plate), it seems strange

I don't see a problem with a maximum age limit for the grant of a new licence as long as it is stated in the PHV Conditions of Licence.

After all, it could be brand new licence = brand new vehicle as in Solihull for the grant of a HC licence.

What is challengable, IMO, is the 6 year-old vehicle age limit on it own, without an exceptional quality exemption.

But you can set that exceptional quality standard as high as you like.

I was gonna jump LAs, but my mondeo is a 2006 so too old now

Interesting comment, a hackney driver in Manchester has just been refused an extension to the 12 year rule where you can get a one year extension for vehicles of exceptional condition, the criteria requires;
1. You must have every pass certificate for every year you have had the vehicle tested.
2. You must have reciepts for every service and repairs.
3. The vehicle must never have been involved in an accident
4. The vehicle must never have had a major fault on inspection in the time you have had it licensed.

When he pointed out the L.A. had all the pass sheets they said, no, he had to produce them with the garage reciepts, that would prove he a good vehicle management system in place. The driver then said "nobody could meet that criteria" the clerk said "thats right nobody has" .

The criteria means that 12 years and you are off. The exceptional condition clause means you cannot claim the L.A. are fettering their own discretion even though it is practically impossible to meet the criteria.

I like that exceptional quality criteria.
