You are not required to wear a seat belt while fared up, plying for hire or proceeding to a pre-booked job. I am sure if you check when a HC is disengaged outside of his licenced area he must wear his seatbelt!!.I may be wrong but I think not. |

I would think that he may be basing it on a hackney out of area may be refered to as a private hire car and as such the driver should be wearing a seat belt if he has no passenger on board. |

Possibly, but a hackney is always a hackney and never a PH. |

Let's look at the law of exemptions. http://www.legislation.gov.uk/uksi/1993 ... ion/6/made In my view a taxi driver, out of area but still working, is seeking work, albeit work from his radio or his mobile. So yes I do disagree.
