humour me

can a private hire base pass a job over the phone to another private hire base (not part of the same company) in the same LA?, for a pickup in thier LA

i.e. joes cars has a booking from mr singh but cant do it so they ring bills cars to do it, mr singh is none the wiser, he didnt ring bills cars

if its illegal can you tell me under what bit of what AOP please?

Provided both companys are licensed by the same LA is is OK.

who is supposed to have/record the booking details, Joes (who Mr Singh rang, or Bills) surely for insurance purposes Bills would need the records?

The original booking office is legally required to keep a record, and if they passed it onto another licensed operator, then so are they.
