Shouldn't be a problem.

Clearly the tyre issue shouldn't be that hard to rectify, but the clutch rattle could be just about anything. However the vehicle must be safe else it wouldn't pass an MOT.

If it's passed it's Taxi test then there shouldn't be a problem should there?

They are just advisories and need fixing.

One of my cars failed on a wheel bearing this week. Easy enough to fix but there was an advisory on a bit of corrosion on a brake pipe. The mechanic wire brushed the brake pipe and the corrosion was only a bit of dirt on the pipe. He then wiped grease over the brake pipes before sending the car back for a retest. The car passed but now had an advisory for the grease on the brake pipe. :-k
