| Post subject: | Whats the point of an unmet demand survey |
City of York Council, in line with legislation have just carried out an Unmet Demand Survey, I am sure Halcrow did their best and the result came back that there was no unmet demand, however as York is a restricted area and there is a waiting list the Council decided to issue 2 plates every six months ad infinitim, until the list is cleared, surely if the survey says no unmet demand then legally they should not issue any more |

No council is obliged to restrict, this is entirely the choice of the council. The SUD survey is part of the legal process of restricting, if they choose to do so. Even managed growth of 2 licences a year is a restriction. Without a survey saying no unmet demand, they would be open to legal challenge from anyone applying for a licence. |

Legally the council can issue 1 plate, or 1001 plates, at any time they please. |

As long as there's no SUD a council can have any number of plates in issue that it wants. Nonetheless, if it wants to deny anyone a licence it must conduct a survey. So basically that's three different ways of saying the same thing in this thread, so hopefully at least one of them hits the nail on the head. That's almost poetic
