Annual renewal policy of the license - does it makes sense or is it just bureaucratic nonsense, this is my question?

Some of you might have already read about my troubles with Brighton HCO, I just want to make a point that my issues with them are not just my own personal problem, but indeed a part of the general licensing policy, which causes all drivers extra trouble and loss of money too, that´s why I allow myself the liberty to open this extra thread up.

As I gather most English HCO´s go by an annual renewal, though it is very unpopular among drivers.
Therefor I´d like to point out (again) that this is a practice very uncommon in the rest of Europe. In Germany presently it is all five years and in Zurich, Switzerland, a license holds a lifetime. (Though there are other bureaucratic excesses hardening drivers life such as the use of a tachograph being mandatory.)

Anyway, before I start to reason with B&H´s HCO about this I´d very much like to hear your opinion, obviously I don´t know a lot about cab-business in England and want to learn more about it.

I agree with the Swiss.you should only need a new licence when you change vehicle.poor nidge has to renew his badge every year and have a crb every year, even though the governments best practice is every 3years.

In South Ayrshire, ones Personal License is for 3 Years and each Vehicle needs Testing and Licensing every year to a maximum of 9.

It´s interesting how this varies and with what they come up to explain it, yet in the end it´s probably just official arbitrariness. I mean, it was only 44 quid each time in B&H (2010), so it´s definitely not some tax to cover public deficit, but I was surprised how huge in number the staff in HCO there is! Self-sustaining bureaucracy, at the cost of the drivers!
