What can a council do on a spot check, and is there any thing set down in Black and white

Not much as far as I know, unless the licensing officers have been trained in vehicle mechanics.

NALEO have a periodic basic / beginner's course [one level of course] in vehicle mechanics for licensing officers, which I am told is always over-subscribed, the idea being to teach them the basics of vehicle roadworthiness.

On the other hand, if your licensing officers are accompanied VOSA or the police, as ours invariably are, then it's a different ball game and they [VOSA / police] can check the whole vehicle over at the road side, PG9s included.

And if it's a VOSA or police check, then the road side test does not count towards the three tests a year for a licensed vehicle as per the LG[MP] Act 1976, because the vehicle is not being tested by the LA.

This council is takeing them to one of the councils testing stations,not road side.

If they are being tested by the LA, then they are allowed to do so up to three times a year as per the LG[MP] Act 1976.

The only proviso if that somewhere in the Act it does say at a reasonable time or words to the effect.
