Post subject:  Emissions - Euro 4

One of our local cabs, a TX1, has been written off by insurers. The Council (bless them) introduced a requirement for all new registered vehicles to be Euro 4 compliant from April this year, but as the driver had already registered the vehicle he had grandfather rights.

As all vehicles have to be WAV`s (which nowadays means LTI exclusively) this means that the only way this poor sap is going to be able to carry on is to buy a TX4 - for a bucket load of money, and with a poor credit history he has no chance, and cant do it.

Is it possible to challenge the council in anyway, because the policy is effectively preventing a man from earning a living, and the job market being what it is he will be on the dole.

did he ask to buy his old cab back off the insurers and have it fixed?

and why are LTis his only WAV option? why not E7's, vito's, etc?.....

Correct, after the Liverpool case, you can put any WAV you want on

Only LTI at the moment - E7's "being considered"

Here is the Liverpool case, your council have no right to force one type of WAV on you anymore, only London have the use of 2 types of WAV due to the out of date turning circle

ill let you in on a little secret, no diesel HAS to belch smoke out, even a Montego pump can be turned down, of course what you see, and what you cant are two different things (particles vs NOX), i see "quality" cars (Merc/Bmw) that kick out sheets of crap - but if the servicing (and pump timing) is right they would be a lot cleaner

You can source a TX4 for £13,000 from Cab Direct or LTI.

Now if his credit is a bit iffy he might struggle getting finance, but I'm not sure a council asking a driver to buy a vehicle costing £13,000 secondhand is that onerous a condition.

Chichester, a nice little bastion of Sussex that doesn't struggle, I would say your mate instead of investing for his future thought that shed would be ok forever and didn't plan for plan B, tbh I would be very disappointed if I was over there and I had to pay top money to ride in something not seen on my roads for the last 12 years, and tbh it may well save his life, they are rust buckets and one good whack and the things cave in completely, I've also seen one roll when it was t-boned some years back, I'm pretty sure if he can show books the bank will lend him enough to get another car, you can get an 07 Eurocab for 7-9k.

p.s who says it has to be LTi?

Rust ? Maybe but for all there faults dangerous no.Had a couple of accidents in lti vehicles and allways came out on top ! Running into one is like hitting a brick wall !

Not the ones I've seen, we had one driver who was Asi..........err lets not go there heh :wink: who could be seen maintaining his V reg effort with some Isopon and rattle can between jobs, the AA stopped coming out to him after the third time the starter motor jammed, he was told each time but refused to cough for a new starter, anyway there was a gratis sunshine roof in it, somewhere to stand a thick wedge sandwich up in between the wings and bonnet and for my money it shouldn't have been licensed at all, I remember when it was brand new and due to the unusual colour it stood out, three years of him owning it not washing it nor servicing it made it into a mobile Belsen, only the multiple gaps and holes in it meant nobody actually got to die in it.

I know what you mean but any vehicle with bad maintenance will do that.Put a 10 or even 15 year old lti against the same mondeo and see which one was made to be a taxi

If someone else is selling locally to upgrade their cab, he could always buy that?

The LA may have or should have put a bit in about exceptional circumstances into their policy......the driver may well be able to go to committee and ask them to license an older vehicle due to his circumstances?
