To quote their website, Transport for Londons Taxi emissions state that:

"With effect from 1 April 2012 any new taxi will, as a minimum, have to satisfy Euro 5 emission standards"

Does that mean that a licensed taxi, say a Euro 3 TX2, already plated in London cannot be sold to another driver within the district because it is not compliant- or is this ok?

Yes you can sell, it applies to new vehicles only, those already on the road can work until they are 15 years

My council, say they are following TFL conditions in that:

"….. The same condition will apply to existing proprietors who wish to transfer the vehicle and licence (sic) plate to another licensed proprietor, in that the Council will not allow the transfer unless the replacement vehicle meets the Euro 4 standard."

Ok - the requirement is lower (4 instead of 5) - but this has effectively killed any chance of vehicle transfers as it stands at the moment.

I think R v Weymouth BC is applicable - grandfather rights are on the cab - not the driver?

should also have said cabs have to be LTI, metro cab or E7, no age restriction (Yet!)

If you sell make the new owner a joint proprietor, then take your name off,
