Can anyone give me some guidance here

Whats the deal with PATS course,
1. how much does it cost on average
2. is it only valid for a set number of years
3. once expired do you have to do it all again or is there a refresher
4. why do some councils request it and some dont
5. im based in north staffs btw and county council round here dont insist on it but im looking to bid for work over the border which does require it
