If I was to run the administration side of a private hire business in a separate building to where the calls are taken which office requires the operators licence? Would there need to be an application for a change of use for the administration office if it's already an office? Last but not least if I was to run a taxi circuit do I require any type of licence other than my own taxi badge?

I would contact the Planning Department at the council concerned.

Some council don't require Planning permission for an PH booking office, whilst some do.

I've done that hence the question. A change of use is required for the dispatch office. It's interesting to note that not all areas require planning permission. What about the taxi circuit do you know if any other licence might be required?

The office where the calls are taken needs the op licence ?Hull vs Wilson. I don't think you need change of use its already an office? Providing it already has planning permission? You don't need a badge to run a circuit? You need a badge to drive a car? You need an ops licence to run a circuit?

Even for a taxi circuit? I know you need an ops licence for a ph circuit. It an application for a ph circuit and they said I needed to apply for a change of use to a ph office if I wanted to take calls, it was already an office in fact it used to be a call centre. It's all rather confusing because they objected on the grounds of the noise although no vehicles will be there and no neighbours objected.

I think a 100% taxi outfit doesn't need a PH ops license, and as there is no such thing as a taxi ops license, they wont need one of them either.

Then you need to appeal to the Planning Inspectorate.

Or operate an office out of London, Scotland or Plymouth.

Scrub Plymouth from that list Toots, planning permission is required here.

Interesting what happens to the Taxi only circuits that are run from the Taxis over radio and call routing systems with no premises involved?

If you only take home work with you, dont dedicate 1 room to business use and dont take job calls you dont need planning permission for business use. nor have to pay business rates from home

ive got a PH OPS licence and dont need any more, its only the call centre that needs even that

We don't pay rates anyway, it's only a small business so no rates  It's not going to be a one man band the intention is for a ph circuit so it has to go through all the proper channels, which unfortunately here, means a change of use from a call centre to a call centre for private hire vehicles.
