what powers does a taxi enforcer have.


1/ can he search your vehichle without a police officer.

2/can he pull you over in an unmarket car ,with no id on vehichle and no police present.

3/is he qualified to check your tyres,lights.
if so what qualification?

Also what qualifications does a vehichle inspector have?

WHY are we not allowed to be present when the vehichle gets tested?
we are put into a room and not allowed to watch .is this legal?

1 only if you allow him too
2 only if you allow him too
3,often not they are often retired police.

Vehicle inspectors are licensed if thats the right word by the department of transport, as examiniers for giving MOT certificates, if they aint got this they should not test your taxi.

Guidelines say you should always be present at the test, all vehicles tested by our council are supervised, they can provide a room but you must be able to watch the test from it

nowthen which council is yours?

PAISLEY-

WE ARE NOT ALLOWED TO WATCH OUR CARS.
AS SAID WE ARE TOLD TO WAIT IN A PORTA CABIN.
AND THE GARAGE DOORS ARE CLOSED ,SO WE CANNOT VIEW.

WE HAVE COMPLAINED , BUT IT MAKES IT WORSE.

YOU DO NOT QUESTION HIM OR HE WILL FAIL YOU FOR A SILLY THING ,IE LIGHTBULBS NOT BEEN THE SAME MAKE .

Yes he gets away with this.

ON THE SUBJECT OF THE ENFORCER.
He will not grant you a new licence when it comes up for renewal,if you do not let him in,as ex cop ,as crooked as you get.

His brother runs the legal department,so what do you expect........
He also stops taxis when there on meal breaks.
One driver got put off the road because he was eating chips in his car.
This is the powers of this man.

If he's out ,everone goes home ,so if he comes out in a saturday ,the punters find there's no taxis.

This is just not the odd driver ,but at least 50% because they cannot be be botherd with his hassel.
still thinks he's a cop on a mission.

Well do something about it.

Do you have councillors in your manor, do they have to be re-elected?

I would write to your local newspaper, repeating what you have posted on TDO (I would edit the con-man bit), under a anon name.

Stir it up a bit, don't let the so and so's get you down. Mr Apathy wins too many times in this trade, fight back.

I'm of the opnion that if its with regards to safety and as long is it reasonably justified, an enforcement officer can check you, check your vehicle etc.

If you fail to adhere to a reasonable request, you will be obstructing an authorised officer for which you will probably have your licence suspended and also might be prosecuted at a magistrates court.

Bloody hell if they want to check your lights etc - its not the biggest deal in the world.

They do a good job in my opinion, you need to maintain standards and the trade ain't gonna do it themselves.

its okay shouting about what powers they should have but what if you were offered the job imagine getting that txat who picked someone up two feet from the rank or someone with five drivers and a heaper whom doesnt drive the cab himself ,id love to be an enforcement officer the fleet would be running at a minnimum which would lead to maximium proffits for those who were interested in taxing....

they have to do as they are told

you would not last 2 minutes bud sorry!

Taxi enforcement officers only have the powers that elected members give them.

1. No he can't "search" your vehicle, however as an authorised Officer he can ask to look at specific things that may be required in the conditions attached to your licence such as spare wheel, Jack, First Aid Kit, Fire Extinguisher etc.

2. No one has the power to stop a vehicle with the exception of a Police Officer in uniform.

3. Some Enforcement Officers are qualified to do this so you would have to check. A lot of retired Bobbies find their way into Licensing Enforcement and may have qualifications as vehicle examiners.

4. If your vehicle test includes an MOT, testing stations are required by law to provide an area from which you can watch the test taking place.

At the end of the day, if you are unhappy then start communicating with your Licensing Office. Stop moaning to everybody except the people that can make a difference!

i got a spotcheck done on my p/h car at the side of a busy road.

Got flashed down by a marked police patrol and out got 5 officers,i think it was 3 police and 2 inspectors-some wearing black and others wearing floresent yellow jackets.Made me stop on a quite busy road with lots of cars going by.Surely this is bad for my companys buisness all them cars going past looking at me bieng pulled by the police-and the companys logo and phone number on the side of the car,and me bieng made to look like i done something wrong.I think the police and inspectors are wrong to do this.They checked everything on the car and even made me get out to show the spare&fire extinguser well over the top :evil:

i know they need to check all this and that i'm genuine liscensed driver but couldnt they be a bit more discreet in how they do there checks.I haven't been doing the job long and i won't be going out of my way to help the inspectors or the police from now on :evil:

I always think these people know who they are looking for, as time goes by they will leave you alone.

and they do need your help, taxidrivers are very streetwise, build up a relationship with them, and you will always be safe.

We've got 2 enforcers in the Dumbarton/Alexandria area, One comes down from the Clydebank Licencing Office and will have a general chat about the car, about yourself nice enough kinda guy, so I suppose is the othe from the same office but he appears on th rank in Dumbarton and just stands on the corner beside the big card shop, arms folded mind wandering, wondering which river he will be fishing this weekend not out scouring the streets allegedly :roll:. Meanwhile the Private Hire cars are sitting on the High St picking up business and no matter how loud we shout we are never heard

This from the council thats pushing for 100% wav, I ask you!!!! :?: :?
