Anyone explain to me what I'm missing here?

Sitting down at the airport and all I see is a stream of unplated merc and vw 8/9 seaters picking up and dropping off

Now I understand that some will be operated by firms for their own customers/staff. But there seems a heck of a lot being used for what I would class as private hire work

Am I missing something here or is this some huge licensing dodge?

Up there you still have the 'contract' abuse.

We got rid of it about 6/7 years ago.

Vast improvement at the airports down here IMO.

You would think that if they can Spend £50,000+ on their Luxury cars and High spec people carriers that the very least they could do is spend an extra few quid and get it plated for PH use, I'm sure the council could Issue a nice shiny Silver or Gold plate for Rich Boy Motors to use discretely on their Mercs.

My Maybach has no place to fit a plate, nor my Bugatti Veyrone

They are saving more than a few quid. The description given by OP sounds very similar to what happens at Manchester Airport everyday.

In fact it seems on the face of it that evading the licensing laws is very easy, even when running a large fleet of executive vehicles.

All you have to do is not licence yourself with any LA, then you pick up drop off and go where ever you like with impunity. No DBS (CRB), No vehicle/Driver Licensing, NO NVQ's, No DSA tests etc, that adds up to more than a few a quid a year.

You can lease an E220 from Amber vehicle solutions for a reasonable fee.

Re the outfit at Manchester Airport,

Their Operators licence is with Northumberland County Council, about a dozen of their drivers are licensed with Northumberland. NONE of their vehicles (they have 150 according to their web site) are licensed.

Northumberland County Council are not interested. "As things stand.............. there are no grounds for Northumberland County Council to consider enforcement action against ***

Manchester City Council are not interested.

So who is responsible?
