I saw this Advert for a part time Minibus Driver from a CIC company, yet after a Vosa operator search I cannot see them having any type of Operators Licence for a Minibus! I Know CICs are not registered Charities as they are not allowed to be, So, can a Community Interest Company carry out School Runs etc whilst not running Vehicle that has an Operators Licence of any sort?

CICs are supposed to be non Profit making...Aye right. Don't tell me the Directors will be doing it for nowt.

They do not even appear to be on the LA's School transport framework and wont be eligible to be so for at least another year if not two years. Seems a bit odd to me, is their some kind of special rules for these Companies that make them above the law?

In our area there are 2 different frameworks. one for vehicles up to 8 passengers and another for vehicles for 9 passengers and over. Maybe they are on this other list in your area.

You are unlikely to find them on the VOSA operator search; they are possibly running on section 19 permits which are outside anyone's control, hence all the discussions about these operations elsewhere on here and Pepipoo.

In my view, all these operations should (and eventually will) be brought under the same licencing regime as "proper" bus companies. As it stands, from next week, their drivers WILL need DCPCs to carry on driving!

They will be unable to tender for local or county authority work unless they are an approved contractor.

Harping back to the Glockner case, CICs are supposed to operate on the same terms as proper bus companies; irrespective of their status, they are operating for "financial activity".

Can of worms, stay clear!

I'm not convinced that the average CIC director is doing it purely for the good of the community and as a non profit making company...lots of these guys will ensure that the only reason it does not make a profit for them or any of their Shareholders is that the Cost of their company directorship salaries will come out of the expenses side of things and match the exact balance of difference between Income less Vehicle and Sundry Costs..the third variable factor will be salary itself.

Heres the Definition of a CIC:

"A Community Interest Company (CIC) is a limited company, with special additional features, created for the use of people who want to conduct a business or other activity for community benefit, and not purely for private advantage."

I reckon the "and not purely for private advantage" part is the key to it being abused, you could change that to "not totally for Community benefit" and it would still mean exactly the same.

Here's the CIC website url if you want to understand what they are there for.

"They" always argue that they need management with the right skill set (fck, im sounding like them now) and have to pay accordingly

then the rubbing rag unpaid workers can drive the buses
