Is it possible for a local authority to enforce a minimum fare scale for P/H?

Shouldnt think so..they cant Enforce a Minimum price for Maltesers or Cadburys cream eggs either, thats the free market for you.

Even hack fares/tarrifs only apply IN the LA, not for any miles outside

No, and if any p/h operators collude to fix fares then they can face severe penalties under the Competition Act.

they can fail a cab going through its test, but can stop a driver from knocking a few pence off - ask skippy, he's got it to a tee :lol:
