A mate of mine went down to the Council (Derby) to apply for a PH Operator's licence. He was told by kindly desk clerk that his door signs must show a landline NOT a mobile number.Does this sound right?

They might have a rule that says only land lines can be shown on vehicle signage, but that doesn't mean a PH needs a landline to operate legally.

The best way forward is to show a landline, and have that number diverted to his mobile.

A landline is required for a TfL (PCO) Operator's Licence.

We can only have landline numbers for Private hire and Hackney on our vehicles. We are expected to have a landline number in the office.

With all this modern technology, you can now have a landline on your mobile, without the need of having a physical landline.
Vodafone red gives you a virtual landline, so no call diversion, or charges for using it, all for around £36 a month

My landline is on permanent divert to the wife's mobile; we don't have an office as such.
