Post subject:  When is a Taxi Rank not a Taxi Rank

As I am a Private Hire Driver this does not affect me, My best mate who drives a hackney in York tells me he was threatened with being reported last night, here is the background.

York Railway station rank was being cleaned so Station Taxis, closed everything off and put a sign outside saying Queue here, the sign is on the pavement joined to a public road, all the waiting cars pulled off leaving people queueing passengers so my mate pulled up and got one, the lady from the office came out shouting he could not pick up as he was not a station taxi, can you just move a rank like that or not, oh and by the way it was on a bus stop, although the buses had stopped running for the night.

If your 'friend' picked up from a public highway in an area not legally defined as a taxi rank (takes a long time to set up) then I believe, if he was driving a hackney licenced in that area then he was acting legally.

You cannot simply dump a sign saying 'taxi rank' and assume it's legal status.

Should have spread the word and filled your boots, that's as long as you're a hack, the area outside even the inside bit, is a public highway, regardless of what the dipsticks who work at the station say.
If its still like that tell everyone to go there and pick up

I think an emergency rank can be installed for a short period, although it has no legal standing.

And the old cow that told your mate he couldn't pick up on the street that he is licensed to ply in is talking out of her arse.

A taxi rank is described by whatever Traffic Regulation Order is in force for that road. If the station rank is actually ON railway property, then that's down to Railtrack or the TOC to deal with, not the company who might have the franchise to pick up on the station rank.
