Clearly restricted taxi numbers councils don't give out vehicle licenses, but often those councils give out confetti amounts of drivers licenses, which makes no sense unless you are an owner who doesn't like work. |

Ah well you can cross mine off the list then. But you can add Rutland, particularly if you work in Aylesbury or Manchester.

but you need to vector in the severity of any knowledge test cos your not gonna travel 200 miles for a hack plate and pass one are you... |

He is studying maps of the area so that he can take the local knowledge test when the time comes. He won't have anyone taking the test for him. |
