Reading through the minefield of petty juristrictional rules of various LA's, how would they fare when weighed against EU trade laws and anti competition laws?

Isn't licensing exempt from EU services laws?

Yes, because the Paris version of TfL has licenced the competition which it's had to do under EU law.
